TODAY COMES INTO FORCE THE LAW ON CARRYING OUT OF TAX AMNESTY FOR INDIVIDUALS BY WRITING OFF PENALTIES ON TAXES

Within the framework of the Law, providing for tax Amnesty, signed by the Head of state on July 4 this year, the order of the Ministry of Finance will approve the rules of the tax Amnesty. The Law comes into force today, July 16, 2019.
Until the end of this year, every citizen can use this campaign to write off the accrued penalties.
As of January 1, 2019, 1.4 million individuals had tax debts for the total amount of 20.9 billion tenge, including the main debt of 14.3 billion tenge, accrued penalties – 6.6 billion tenge.
The largest amount or 70% (14.4 billion tenge) of tax debt is accounted for by the tax on vehicles.
Land tax arrears account for 12% (or 2.5 billion tenge), property tax for 6.7% (or 1.4 billion tenge).
The greatest number of debtors - individuals registered in Shymkent, approximately 148 thousand, 139 thousand in the Turkestan region, 116 thousand in Zhambyl region and 114 thousand in Nur-Sultan.
The largest amount of tax debt in the context of regions in Almaty – 5.5 billion tenge, Nursultan city and Mangystau region for 2 billion tenge, Shymkent city 1.6 billion tenge.
Since the beginning of this year, the database has been verified with the authorized bodies, as well as the inventory of personal accounts for completeness and correctness of charges in order to update the personal accounts of taxpayers.
In this regard, an important measure of this Amnesty is the possibility of writing off tax debts to individuals who are not individual entrepreneurs, but have debts on taxes from entrepreneurial activities.
It is necessary to explain that the specified debt was formed at transition in 2002 and 2003 of tax authorities from local to the all-republican tax information system.
Such tax debt as of January 1, 2019 is registered by more than 16 thousand individuals in the amount of 700 million tenge, including the principal debt of 400 million tenge, penalties – 300 million tenge.
The only condition for writing off the penalty is the payment by an individual of the principal tax debt. Taxpayers do not need to go anywhere for this purpose, the state revenue bodies will monitor the status of personal accounts of individuals on a daily basis and, if they pay the principal debt, they will make a corresponding decision on writing off the penalty within 3 working days.
In cases if the taxpayer in the current year has already made payment of the principal debt and penalties on taxes for the past year, the amount of penalties shall be returned. To do this, you must apply to the state revenue authorities.
