 Regarding online registration of monitoring cash registers

Regarding online registration of monitoring cash registers (further - MCR) by means of the fiscal data operator (further - FDO) the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (further - Committee) and the fiscal data Operator represented in the JSC «Kazakhtelecom» report the following.

In accordance with the Law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the development of the business environment and regulation of trading activities" dated April 2, 2019, setting, changing the information specified in the registration card, deregistering the function of fixing and (or) data transmission by state revenue authorities is carried out according to the FDO information (Kazakhtelecom JSC).

The corresponding software update has been installed since April 17, 2019. That is, since then, registration of MCR services is carried out exclusively online through the FDO.

MCR registration in an automatic mode optimizes the business process by eliminating the appeal of taxpayers to state revenue authorities without prior arrangement and reducing the time for rendering services.

At the same time, at the present time certain technical errors have arisen need to be improved which are currently being carried out by the FDO jointly with the Committee.

Taking into account the above, the Committee, together with the FDO, made a temporary alternative decision on accepting tax statements for registration on paper, which will be valid until technical errors are eliminated.

In order to register online MCR, it is necessary to submit an application on paper to the State Revenue Administration at the place of use of the MCR.

We also inform that in connection with arisen technical issues in information systems, state revenue authorities will not consider taxpayers’ liability for not using online MCR, due to the absence of guilt.
