
Since January 31, 2023, a ban on the export of gasoline, diesel fuel and certain types of petroleum products from the territory of the Republic of Kazakhstan by road has been introduced for a period of six months. This ban was introduced in accordance with the Joint Order of the Minister of Energy of the Republic of Kazakhstan dated January 20, 2023 № 21, Deputy Prime Minister- Minister of Finance of the Republic of Kazakhstan dated January 20, 2023 № 49, Minister of Internal Affairs of the Republic of Kazakhstan dated January 20, 2023 № 31 and Chairman of the National Security Committee of the Republic of Kazakhstan dated January 20, 2023 № 40/ke-ka "On some issues of export of petroleum products from the territory of the Republic of Kazakhstan".
In addition, in accordance with the Order of the Minister of Energy of the Republic of Kazakhstan dated March 24, 2023 № 118 "On approval of the List of petroleum products prohibited or restricted for export from the Republic of Kazakhstan outside the Customs Territory of the Eurasian Economic Union" (hereinafter referred to as the EAEU), from April 8, 2023, a ban was imposed until December 31, 2024 on export from territories of the Republic of Kazakhstan outside the customs territory of the EAEU of certain types of petroleum products, according to the annex to the specified order.
In this regard, the state revenue bodies monitor compliance with the established prohibitions, take appropriate measures to identify and suppress the facts of illegal export of petroleum products.
So, for 5 months of 2023, 128 facts of illegal export of petroleum products to the Republic of Uzbekistan with a total volume of 42,665 liters were suppressed at automobile checkpoints at the customs border of the EAEU (Turkestan region), the amount of accrued fines amounted to 4.6 million tenge.
At the automobile checkpoints located on the state border of the Republic of Kazakhstan with the Russian Federation (AСP Auyl, AСP Zhezkent, AСP Koyanbai, AСP Baitanat, AСP UBA, С/P Kayrak, С/P Akbalshyk, С/P Urlutobe, С/P Kosak) and Kyrgyzstan (С/P Kegen, С/P Aisha-bibi, С/ P Kordai, С/P Sypatai batyr), revealed 427 facts of illegal export of petroleum products, with a total volume of 32,354 liters, the amount of accrued fines amounted to 11.5 million tenge.
Thus, the state revenue bodies of the Republic of Kazakhstan, within the competence, constantly monitor the compliance of carriers with prohibitions and restrictions established by the current legislation of the Republic of Kazakhstan.
In addition, the State Revenue Committee has taken measures to prevent the customs declaration of petroleum products prohibited for export in the ASTANA-1 electronic declaration information system.
