On March 15, 2023 the Republic of Kazakhstan (hereinafter referred to as  the State) ratified the Agreement on the use of navigation seals in the Eurasian Economic Union to track transportations.

The purpose of this Agreement is to use modern technical and technological solutions when organizing the transportation of goods across the territories of  the Eurasian Economic Union member states, to reduce the applied measures of customs and other types of government control, to exclude cases of non-delivery of goods and to respond in a timely manner to various force-majeure situations when goods are in transit.

To use navigation seals on the territory of the Eurasian Economic Union at the site of the Eurasian Economic Commission, experts from five states in the field of economics, transport, customs and tax regulation, with the participation of business representatives from these states, carried out a lot of work on the development, coordination and adoption of a legal framework, taking into account the peculiarities national legislation of all member states of the Eurasian Economic Union. 

In the member states of the Eurasian Economic Union, national operators have been identified that will monitor each specific shipment.

There will be a charge for using the navigation seal. 

In order to avoid the high cost of navigation seals and tariffs for tracking services in the Republic of Kazakhstan, the State has assigned the tracking operator Limited Liability Partnership “Institute of Space Technology and Technology” (100% of shares belong to the Ministry of Digital Development, Innovations and Aerospace Industry of Kazakhstan), which will carry out all actions for tracking each specific shipment. 

The use of navigation seals will speed up the passage customs control, reduce the transit time of the goods, and enable the owner of the goods to control the movement of the vehicle during transportation.
